The New York State Division of Housing and Community Renewal (DHCR) is responsible for the supervision, maintenance, and development of affordable low- and moderate-income housing in New York State. Specifically, DHCR is responsible for the oversight and regulation of the State's public and publicly assisted rental housing; administration of housing development and community preservation programs, including state and federal grants and loans to housing developers to partially finance construction or renovation of affordable housing; and administration of the rent regulation process for more than one million rent-regulated apartments in both New York City, and those localities in the counties of Albany, Erie, Nassau, Rockland, Schenectady, Rensselaer and Westchester subject to rent laws. DHCR also administers the New York Main Street Program.

The New York State Department of State is the oldest agency in the administration of New York State Government. The Department of State continues to perform its historic responsibilities, as well as oversee a wide range of additional functions and evolving programs. The Department is organized into two main divisions: the Office of Business and Licensing Services and the Office of Local Government Services. The responsibilities of the Office of Local Government Services are more directly related to Main Street revitalization. Much of the Office's work is done in partnership with local governments through the Division of Coastal Resources, the Office for Fire Prevention and Control, the Division of Code Enforcement and Administration, the Division of Community Services, the Division of Local Government, and the Office of Regional Affairs. Information and assistance in areas ranging from implementing the State's building code to developing waterfront redevelopment plans to revitalizing a community's downtown area to training firefighters and local government officials can be obtained from the Office of Local Government Services.

The New York State Office of Parks, Recreation and Historic Preservation (OPRHP) operates parks, historic sites, and recreation areas across the State. OPRHP sponsors boating and snowmobiling programs, nature study, and outreach programs and several grant programs that provide assistance for boating and snowmobiling enforcement and aid to zoos, botanical gardens, and aquariums. OPRHP also administers funds for federal historic preservation and park programs and the 1986 New York State Environmental Quality Bond Act, the Environmental Protection Fund and the 1996 Clean Water/Clean Air Bond Act. Within OPRHP is the New York State Historic Preservation Office (SHPO) (www.nysparks.state.ny.us/shpo/), which administers programs authorized by both the National Historic Preservation Act of 1966 and the New York State Historic Preservation Act of 1980. These programs, including the Statewide Historic Resources Survey, the New York State and National Registers of Historic Places, the federal historic rehabilitation tax credit, the Certified Local Government program, the state historic preservation grants program, state and federal environmental review, and a wide range of technical assistance, are provided through a network of teams assigned to territories across the State. The SHPO works with governments, the public, and educational and not-for-profit organizations to raise historic preservation awareness, to instill in New Yorkers a sense of pride in the state's unique history, and to encourage heritage tourism and community revitalization.
